Highway Financing

This work entails a comprehensive update of the 1984 study, Adequacy of the Road Fund, by Drs. Patrick C. Mann, Tom S. Witt, and Brian J. Cushing, which was undertaken by the West Virginia Tax Study Commission. The project team consists of Dr. Tom S. Witt (director, BBER), Dr. Patrick C. Mann (BBER research associate and professor of economics) and Dr. Mehmet S. Tosun (BBER research assistant professor and director, West Virginia Public Finance Program) along with the assistance of BBER graduate research assistant Jawad Salimi.

This is a comprehensive study of West Virginia highway financing and an analysis of financing options for future highway development and maintenance. Included in this analysis is the benchmarking of the West Virginia Department of Highways (WVDOH) operations and recommendations for improvements in its operating efficiency. For the purposes of this study, West Virginia is benchmarked against highway financing operations in other states with a focus on Ohio, Pennsylvania, Maryland, Virginia and Kentucky, which border West Virginia and a selected number of other states with similar operational characteristics. In addition, current and proposed federal highway policies are examined and their implications for West Virginia are detailed.
