State Lottery

The limits to West Virginia state lottery revenues are examined by focusing on economic and demographic characteristics of border counties in West Virginia and all five neighboring states. The study includes an in-depth analysis of composition and trends in state lottery revenues in West Virginia and its neighbors with a special emphasis on the revenue impact of expected competition from other states in the near future.

The first product of this research project was the report "West Virginia Lottery: Challenges Ahead" published in the summer 2002 issue of the West Virginia Business and Economic Review. The project also led to a study titled "Interstate Competition and State Lottery Revenues" conducted jointly with Mark Skidmore from the University of Wisconsin-Whitewater. The findings of this study will be presented by the authors in a panel session on lotteries organized by Dr. Mehmet S. Tosun in National Tax Association's 95th Annual Conference, which will be held in Orlando, Florida, November 14-16, 2002.
