During a time of change in how West Virginia municipal and county governments operate, the BBER gives a look at the issues surrounding government convergence. BBER provides technical assistance to areas considering metro government by analyzing the issues pertaining to metro governments through economic forecasts, industry studies, labor market studies, and governmental financial analysis.

West Virginia Legislation

Senate Bill 245: Consolidated Local Government Act (2006)
This legislation authorizes municipal consolidation, county consolidation, and metro consolidation and sets forth the powers of consolidated governments. It also sets the guidelines for charter review committees to follow in the process of forming a metro government.
Senate Bill 435: Clarifying Consolidated Local Government Act (2007)
This legislation clarifies the constitutional authority for the creation of a metro government, extends the timeline for charter review committee studies, and provides plans for metro government formation.
Senate Bill 747: Creating Municipal Home Rule Pilot Program (2007)
This legislation gives municipalities and counties the opportunity to participate in a pilot program to increase powers of municipal self governance (aka home rule).
