
Economists argue that jurisdictions compete with each other to bring in more resources to enrich their respective communities. As important basis of local authority in states, municipalities are constantly engaged in such competition. It is argued that West Virginia's 234 municipalities are under financial restraint due to many factors such as demographic pressures, recent fiscal woes facing the state, and the structural problems in municipal financing. Thus, it is particularly important now to examine those factors. The objective of this research project is to provide a comparative analysis of the municipal finance system in West Virginia.
