School Aid Formula

Critical examination of the existing school aid formula has been identified as an issue of high priority for the State of West Virginia. While this determination is not new, it is believed that a renewed effort to improve the formula can result in improved academic performance of public school students in the state. This project aims to leverage on the experience garnered from use of the current seven-step formula employed by the State of West Virginia and from similar efforts in other states around the nation. This project is conducted jointly by the Center for Business and Economic Research (CBER) at Marshall University (MU) and the Bureau of Business and Economic Research (BBER) at West Virginia University (WVU). Both institutions work closely with the West Virginia Legislature on a multi-year study of issues pertaining to public school financing.
