Any full-time economics Ph.D. student at WVU nominated by: (i) a faculty member in economics or (ii) a fellow graduate student in economics. Previous winners of this award are not eligible.

The Graduate Studies Committee makes its decision based on a paper submitted by the graduate student. Only one paper may be submitted per graduate student in any given year. Preference will normally be given to single-authored papers. In addition to the quality of the paper, the Committee considers also the stage of the program that the student is in.
Completed submissions must be in the possession of the graduate coordinator by September 15.

Any full-time economics Ph.D. student at WVU who has taught at least one course at WVU with full responsibility. Previous winners of this award are not eligible.
Decisions are made by the Graduate Studies Committee based on teaching evaluations and any other evidence of teaching effectiveness submitted by the graduate student. All teaching evaluations obtained during the student's stay as an economics graduate student at WVU must be submitted.

Provide copy of the acceptance letter to the graduate coordinator by May 1.
Receipt of an acceptance letter for a paper on which the grad student is a (co)author from a journal with a rigorous peer review process. Judgment on whether the accepted paper has passed a sufficiently rigorous review process lies with the Graduate Studies Committee.
